Industrial Revolution had opened up the broad vision that human has made use of natural resources which promotes the world economic development. However, this traditional model has its congenital defects and inherent weaknesses which gradually worsen natural ecosystems and human living environment, then the development of regional economic and the promotion of regional competitive power have been hindered. To weaken the contradiction among economic construction contributing to regional competition, consumption of fuel or natural resources and the protection of ecological environment for economic construction, Michael Porter advanced the " Green Competitiveness" theory to solve the problem. Only green sustainable development can break through the restraint of resources and environment during industrialization and urbanization and achieve steady increase of core competitiveness.For the urbans, the "Green Competitiveness" means the model of urban competition should be changed from the single market competition to " Double competition " between market and ecology. Meanwhile, more "Green Elements" should be introduced into traditional market competition which mostly concerning economic growth, as a result, the dream of well economic growth companied by material energy saving, pollution emission reduction and ecological environment protection would be came true. At the last, the maximal social benefits would be achieved.There are few research about "Green Competitiveness" at home and abroad, even less about the urban green competition. However, with the development requirement of deepening " Dual-orientation Society " construction and economic structure optimization transformation, the research of promoting urban green competitiveness is quite urgent. This article focus on green concept and sustainable thought and sets Changsha as an example to carry on a deep and systematic research, which aims to understand the level of green competitiveness of Changsha correctly and identify its strengths, the weaknesses, the trend and potential of green development. Consequently, we will capture the future development direction and improve the green competitiveness of Changsha.There are four aspects in this article to do the research. Firstly,before reviewing the related theory about city competitiveness and enterprise green competitiveness, and the research results at home and abroad, this article start form the background of advancing green competitiveness and its research meaning. After that, the concept of urban green competitiveness will be innovated which compared with traditional urban competitiveness. Secondly, the urban green competitiveness evaluation index system will be constructed, and then the green urban competitiveness of12samples will be analyzed in a quantitative comparison under the principal component analysis. Afterwards, the situation of the position of Changsha in every factor about green competitiveness among12samples will be described in detail. Through the analysis and description above, it will be found that the green competitiveness of Changsha is lower compared with cities in more developed eastern coastal area in China. Thirdly, the main factors which influence the green competitiveness of Changsha will be discussed combined with production elements, demand conditions, enterprise production and industry cluster. At last, some suggestions and strategic focus to improve competitiveness of Changsha will be put forward.
