With low carbon economic booming, how to realize low carbon city development is getting gradually more and more scholars’ attention. Low carbon city is increasingly becoming a hot spot in the study of scholars. In December2007,Changsha-Zhuzhou-Xiangtan urban agglomeration was approved by the state for national resource conservation and environment friendly society construction comprehensive reform pilot,"resource saving and environmental friendly" is also the requirement of low carbon city construction.This study analyzes the Changsha-Zhuzhou-Xangtan urban agglomeration of low carbon city development present situation and designs a set of scientific and reasonable low carbon city development level evaluation index system. The principal component analysis is used for Changsha-Zhuzhou-Xiangtan urban agglomeration with2006to2010data to carry on the analysis. Through the research we can get the following conclusion: the first, in2006, Changsha-Zhuzhou-Xiangtan urban agglomeration of low carbon city level are generally low. In2010, Changsha-Zhuzhou-Xiangtan urban agglomeration level of low carbon city has made significant improvement. Zhuzhou ranked first. Changde, Xiangtan, Loudi, Hengyang, Changsha are the intermediate level. Yueyang and Yiyang low carbon city development level is relatively backward. Second, to the development speed the fastest is Xiangtan and Zhuzhou. Loudi, Changde Hengyang, Changsha are in the intermediate level. Yueyang and Yiyang have low carbon city level downward trend. Third, Changsha-Zhuzhou-Xiangtan urban agglomeration low carbon is mainly attributed to the development of the city related department of energy efficiency and energy conservation and emission reduction and improving the urban living environment and public infrastructure investment effectively. Finally, putting forward suggestions. We should adjust the industrial structure and improve energy utilization efficiency and improve the quality of the urban economic development and encourage residents low carbon travel through the development of low carbon city traffic and low carbon buildings to make city life low carbon.
