Food security and arable land protection are facing serious challenge, with the development of economy and society:The contradiction between reduction of cultivated land and population growth is remarkably increasing; The protected impact strength to arable land from natural and man-made factors is continued to grow.According to the present situation and characteristics,the ways of designing and developing the Cultivated Land Quality Supervision Information System were reseached, and the various concepts and technical principles related also were analyzed. On rich client WebGIS as well as the design process and general idea of the Cultivated Land Quality Supervision Information System, the Changsha County Cultivated Land Quality Supervision Information System was designed and developed based on the Silverlight technology and ArcGIS Server platform. The system used ArcGIS Server9.3as GIS server Web service, achieving a rich client REST API called ArcGIS Server to complete the GIS services by the Silverlight component. Realized the map roaming zoom, map measurement, cultivated land quality grade query, edit, modify and print thematic maps of cultivated land quality control also other functions.Results from the development and practice show that the Cultivated Land Quality Supervision Information System based on Silverlight technology has more obvious advantages than the traditional WebGIS based on HTML page in the graphical display, the reaction speed, animation, expanding function and other aspects. The system has a beautiful,fluent and smooth interface, and can be interacted with the users friendly. And it is simple and efficient with the process of development implementation used the lightweight service invocation. Above all, the Cultivated Land Quality Supervision Information System has a very good development prospects using the rich client thought of development and construction.
