Development And Application Of The Information Management System For The Hook Of The Increase Of Urban Construction Land And The Decrease Of Rural Residential Land

At present, the traditional way of using paper sending in the hook project of the increase of urban construction land and the decrease of rural residential land is the low efficiency and has wasted much manpower and the financial resource. Of course, it is difficult for the project reporters to know the progress of the project timely. Meanwhile, because of the tedious information and a paper-storage way, the information has disadvantage to summarize, query and resource share and brings many difficulties in the review work and the approval work. In a word, the traditional work way is hard to satisfy the current demand.With the progress of science and technology and the development of the social economy, the web-based work way becomes the information-based trend and makes the work further scientifization and normalization. The information management system this article states for the hook project of the increase of urban construction land and the decrease of rural residential land not only overcomes the difficulties in the current work, but also can handle various data information timely and give some feedbacks in time and improve the work efficiency greatly.This system establishes attribute database and spatial database, based on the project basic information, the geographic information, land use and land planning information, where operating the attribute database using WCF services and visiting the spatial data using map services published by ArcGIS Server. By using B/S structure, database and ArcGIS Silverlight API technologies etc to develop the system, we complete some functions of the integrated management of data, the web-based report and review and approval. This system is successful to improve the work way, realize the linkage of province, city and county and make the user understand and grasp the project process information timely. It makes the work digitized, informationized and cyberized.In this paper, it firstly introduces the background and objective of system. Then the basic theory and the hook project work flow are presented, and it goes on overall design, key technology and implementation of this system. At last, the paper gives the related conclusion and the forecast.
