Agriculture is the foundation of the national economy; Grain is the basis of the foundation. Agriculture is a basic industry, also a weak industry; it looks for the national support.Grain production is related to food security. With1,300million people of the nation, more must be alert.The country has been paying attention to food safety problem. In1993the State Council issued the "notification of State Council on building system of grain purchasing by protective price" requirement each district is in commissariat protection price buys farmer grain. Especially in recent years, along with the "three rural" issue, the country made many policies and measures, promote the development of agriculture, stabilize grain production.Grain minimum purchase price policy has been eight years. In the price of grain prop up stability and promote the grain production and enhance the regulation has played a significant role in the policy objectives, achieve the policy anticipated goal, by the local government especially grain farmers warmly accepted. In the new stage of development, in the face of commissariat supply demand relations of the new changes, the current grain minimum purchase price policy problems have become increasingly day by day, it is bad to grain production and farmer income, also restrict policy effectForm the specific policy implementation, the formation mechanism of grain price is unreasonable, the minimum purchase price is single, and it does not reflect the difference, grain subsidy is also unreasonable, farmers benefit from the state grain purchase price is limited, the original intention of policies has been greatly reduced. Therefore, should learn from foreign experience. This paper advise that our country should take measures from food price formation mechanism, grain purchasing channels, price of agricultural production, agricultural subsidies.
