The Research Of Forestry Low-Carbon Economics Development Of Hei Longjiang Province

Climate change has become one of the global challenges that the world is facing. It has caused the unprecedented attention of the international community. Under the background of the global warming and the economic crisis, the importance of developing a low carbon economy is self-evident, and forestry plays an important role in the development of low-carbon economy. There are unique advantages by using the forestry to develop low-carbon economy. On one hand, the forestry is the carbon source; on the other hand, it’s a carbon sink. Forestry can absorb carbon dioxide, which is the advantage other industries do not have.This thesis intends to establish a Heilongjiang forestry low carbon economic development mode, boosting low-carbon economic development of Heilongjiang province. At present, in Heilongjiang province the study of the background of building a low-carbon economic development mode of the forestry is blank, under the background of national development of a low carbon economy, taking advantages of Heilongjiang province’s forestry; the low carbon economy development in Heilongjiang forestry has bright prospects.In order to analyze the Heilongjiang forestry low carbon economic development, first of all, this thesis consolidated of domestic and foreign literature related to the content and the basis of practical investigation, summed up forestry low carbon economic concept connotation and elaborated and low carbon economy related to the eight kinds of theoretical basis. Secondly, this thesis analyzed Heilongjiang province’s forestry situation and existing problems of the low carbon economy and put forward the new forestry low carbon economic development mode of the conception. Then, to get the impactful factors of low-carbon economic development of forestry, through the questionnaire to experts consulted, to raise low carbon economic development4secondary indexes in Heilongjiang forestry. On this basis, from the perspective of the qualitative evaluation of forestry low carbon economic development factors and the quantitative point of view, using the analytic hierarchy process (AHP) evaluation to select17factors of the impact of forestry low carbon economic development indexes. Results are calculated according to the method of weighting:in the low carbon economic development factors affecting the forestry, system occupies an important position and resources and zoology come after; in terms of factors influencing the system of forestry development of low-carbon economy, market mechanism occupies an important location factor; in resources and zoology, the view of the value of the environmental assets is the most important; in factors of science and technology, the ability of studying and developing the forestry industry comes first; in the economical factors, the special input of the capital is the most important. In the sequence of those17factors, the three important factors are the governmental intervention, market mechanism and forestry developmental ability. Therefore, it is obvious that the influence of the government and the market plays an important role in the low carbon economical development. Finally, according to the above studies, on the basis of the present forestry policy, this thesis put forward the way of realizing low carbon economic development mode of forestry and relevant policy recommendations.Under the national trend of the development of low-carbon economy, taking advantages of Heilongjiang forest, low carbon economic develop in Heilongjiang forestry, researching on this article in accordance with the development trend of the global economy, changing the province’s resources advantages into the economic advantages, are new breakthroughs for the economic development of Heilongjiang province.
