With the increasing use of the human resources available depth and breadth,the productivity of human society is continuously improved, and the social is moving on. However, the increasing awareness of resource consumption,population increasing and over-extension of the load on the environment, which is making the recent worsening global environment, air pollution, water pollution,acid rain pollution, photochemical pollution and other pollution phenomenon ever known to the public, and environmental issues become the focus of attention.Since 1999 the American scholar proposed "low carbon economy" concept, the countries have put into practice, upgrading high-tech and accelerating a low carbon economy. As a big country in the world on energy consumption and carbon emissions, we plays an increasingly important role in reducing greenhouse gas emissions, so taking the idea of a low carbon economy is not only the pressure from the international community, but it is our only way to development and structural adjustment.In early 2009, the Government has promised foreign country that per unit of GDP carbon dioxide emissions decreases by 40%-50% at 2020, although this is not a binding international commitment, it will have a significant impact on China’s economic development, on the one hand, China will continue to expand the international development space, on the other hand china will continue to accelerate the transition to a low carbon economy. But the overall co-ordination of strategic objectives alone is not enough yet, in order to implement energy saving tasks should accelerate the regional internal coordination and cooperation.The old industrial bases in Northeast as China’s traditional core areas of heavy industry, facing the dual pressures of resource bottlenecks and environmental pollution, to achieve the transformation and upgrading of the three northeastern provinces and low-carbon strategy has important strategic significance for the sustainable development of China’s economy.However, existing research is insufficient to fit the demands of practice, on the basis of previous studies, the study focusing on the development of low-carbon economic strategy under the perspective of technological innovation.First, define the concept of technological innovation and economic environment,clear meaning of a low carbon economy, and then combined with international experience and northeastern provinces SWOT analysis, to make a clear low carbon economy northeast positioning and strategy; utilization ARDL Empirical Analysis of Energy Consumption inherent association with the development of low-carbon economy, and the establishment of an evaluation mechanism basedon the level of energy consumption of low-carbon development; Finally, make a in-depth analysis on the strategic perspective of low-carbon technology innovation mode of economic development and industrial structure, and make a comprehensive study of the northeast low-carbon economic development model,in order to better promote the three northeastern provinces and the country’s strategy to upgrade a low-carbon economy. The main contents and results of this paper are as follows:First, international experience in the development of low-carbon economy was studied. Firstly, we defined the concept of low-carbon economy, elaborated the international background low-carbon economy and finally launched a detailed analysis from two aspects of developed and developing countries. The study found that both developed and developing countries, on the basis of its own national conditions, through positive transformation of traditional industries and the development of renewable energy and nuclear energy technology, technical support and low-carbon strategy, provide favorable impetus to the country’s low-carbon economy restructuring and upgrading.Second, the northeastern provinces were studied about the current situation and SWOT strategic choice. By analyzing the advantage of the three northeastern provinces, weaknesses, opportunities and challenges in four areas, a strategic portfolio selection Northeast development process was defined. The study found that the three northeastern provinces have a strong industrial base and geographical conditions, but are currently facing backward industrial structure,economic development and the extensive lack of awareness of the problem of low-carbon, making the lack of economic development potential. Therefore, on the basis of a combination of international experience, taking S-O strategy, W-T strategy, S-T strategy, W-O strategy, which promote the revitalization of the Northeast industrial Base.Third, the low-carbon technology innovation based economic development strategy model was studied. This article first defined the concept of innovation-driven strategic model, and then expanded specific analysis from the macro and micro levels, making the macro innovation-driven strategy mode selected, the evolution of the microscopic mechanism of operation mechanism and between individual participants cooperate accelerate building an innovative mechanism, with promoting the practice of strategic model from the knowledge innovation, technological innovation, management innovation three angles. The study found that low-carbon technology innovation in promoting economic development assume an important role in low-carbon economy with the government support and collaborative innovation cooperation between enterprises, focusing on knowledge and innovation, the coordinated developmentof science and technology innovation and management innovation in three areas,and actively exploring innovative path to a low-carbon economy.Forth, low-carbon economic development, industrial policy based on scientific and technological innovation was studied. This paper follows the three industries constituted theory, based on the basic characteristics of different industries, combined the industrial structure of industrial economics, industrial development and industrial organization theory to analy sis the development of Northeast low-carbon economy policy. The study found that the three northeastern should province proceed of industrial restructuring and encourage innovation competition between enterprises, promote industrial upgrading,achieve low-carbon economic development path according to their industrial characteristics.The main purpose of this paper is gradually expanding analysis toward a low-carbon economy strategic research on technological innovation perspective.It combined SWOT,macro and micro evolution analysis tools, which ultimately through the internal closely linked to the strategic development of a low carbon economy provide theoretical and practical guidance. However, several issues need to be noted that this article only discussed evaluation system, industrial policy and other strategic models in-depth, there are still large limitations on the explanatory power of the theory, mainly to provide research ideas for future study. The real intention of this paper is to outline the strategic development from the logic and ideas, which will help further expand the strategic research.
