With the development of social security, the construction of social insurancemanagement and services system has made remarkable development, and has made animportant contribution to improve people’s livelihood and to build a harmonioussocialist society. Meanwhile, faced with rapid growth in the number and trends ofdiverse services needs of the public, the management and services system highlightssome contradictions and problems, such as it is not smooth and it has low ability, etc.,which urgently need to be properly solved. In recent years, the traditional “controlgovernment” management mode is gradually transforming into the new“service-oriented” government mode. The organization of social insurance is theprimary department of the government which provides public products and service ofsocial insurance. Therefore, organizations of social insurance at different levels havecarried out relevant practices of improving operational capacity in succession.However, the development progress of operational capacity is far behind the rapiddevelopment of social security undertaking and the requirements of the mass.Wuxi City has carried out positive explorations of building the service-orientedgovernment by virtue of its rapidly developed economy, including practices such asdeepening the social system reform, perfecting the social development mechanism,and creating new social development mode, etc. On the system level of socialinsurance, Wuxi City has gradually increased the insurance type from one to five, theinsurance range from city workers to all social groups including urban and ruralresidents, peasant-workers and etc., insurance coverage from the basic socialinsurance to the expanded social welfare safeguard including endowment insurance,residents medical insurance, landless peasants safeguard and etc. Facing the problemof dual limitation of funds and staffing, Wuxi City has won over the support of theSocial Security Center and the Labor and Science Institution to promote practices anddraft the overall plan of improving operational capacity of social insurance. Throughtwo years of practice, Wuxi City has basically realized the set goals. However, due to the restrictions of current objective conditions, even with improved capacity, theorganization of social insurance of Wuxi City still faces some unsolvable problems.This article focuses on the practices of improving operational capacity of socialinsurance carried out by Wuxi City, makes a qualitative analysis of the existinginsufficiencies of the executive capacity, service capacity and organizing capacity oforganizations of social insurance of China. This Article tries to seek the deeply rootedfactors which cause the phenomenon of the insufficient operational capacity of socialinsurance, and search for the future path for organizations of social insurance. Itprobes into all aspects of the organization operation, including straightening out themanagement system, clarifying the responsibility orientation, integrating publicservice resources, perfecting operational service network, implementing new mode ofhuman resources management, establishing the supervision mechanism and creatingnew service pattern, in order to provide some references for the future development ofthe organizations of social insurance.
