The social insurance agency management service is the important content of the service government,the social insurance agency is the public sector,responsible for the provision of social insurance public service.From the social security situation of Heilongjiang province,social insurance business has undergone multiple stages such as start-up,development and reform,especially in recent ten years has made great progress,expanding coverage of social insurance ginseng protect personnel to increase unceasingly,the treatment of each society insurance standard enhances unceasingly,the management level,handling ability,service quality have improved.But with the rapid development of economy and society,the requirements of the service objects are multi-layered and diversified,society and the public have a new and higher demand for social insurance public services,the existing management level and service quality of the agency are difficult to meet the objective needs,the lack of social insurance public service is becoming more and more obvious.In our country social insurance system reform has a series of top-level design background,Heilongjiang social insurance agencies urgently need to further improve their management and service capabilities,adapt to the demands of reform,in order to ensure people's livelihood,deepen reform comprehensively,and build a moderately prosperous society in all respects,it should play its due role.Introduce that general research on management service of the social insurance agency in Heilongjiang province,from the general summary of the development of social insurance career in Heilongjiang province and the development of history,organization,management and service condition,and introduce special research on management service of the social insurance agency of Heilongjiang province.The representative of Heilongjiang province social insurance bureau is chosen as the main research object,through literature review,interview method,comparative analysis,normative analysis and other research methods,the current situation of management services of social insurance agencies in Heilongjiang province is analyzed,to find out the deficiencies in the management and service of the institutions,funds,personnel quality and information construction,and clarify the specific reasons for these problems.Draw lessons from the United States,Australia and other countries experience in human resources,and the advanced experience of Shanghai and Guangdong province in China,the use of public management related theory,combined with the actual situation of Heilongjiang province,proposed the Heilongjiang province to strengthen the management level and service quality of agencies of social insurance agency of countermeasures,namely,to improve the service level of agencies of agency of service personnel,strengthen the agencies of agency of agencies of agency of human resource management,perfecting the system construction,the implementation of the special funds provided sufficient funds safeguard,concrete measures to strengthen the construction of agencies of agency of informatization level and so on.
