In recent years, the deterioration of the external business environment, limitsthe development of manufacturing enterprises in Pearl River Delta. The PRD lack ofenergy, labor force and land. In order to accommodate the industrial structureadjustment, and upgrading of industries, local governments have released relevantpolicies, guiding part of traditional industries move to neighboring. Most of theseindustries are labor-intensive,such as textiles, footwear and furniture industry. As themain industries relocating in other areas of Guangdong province, governmentactively engaged in introduction of investment. They want to stimulate thedevelopment of local economic. However, after years of reforming and opening up,these traditional industries in PRD, have gathered number of factories. The directionof government’s policies will have a significant impact on industrial transfer. Theeconomic effect of manufacturing concentration will weaken the process of transfer.Based on the traditional gradient theory, the marginal industries that will transfer inaccordance in times will be renewed. On the other hand, the surrounding areas bothin terms of resources, cultural and industrial base are different,the blindness ofcapital introduction cannot help businesses and local development, even wastingresources. Examine the development of industrial agglomeration, identify theappropriate industry, to support and encourage industrial investment precipitation inthe region. That will be of great help to the undertaking region. This paper attemptsto research the industry diffusion from the perspective of industry concentration. Itdemonstrates the impact on industry and regional development in the process ofindustrial transfer. Then, use industrial agglomeration index model to determinatechanges in regional industrial agglomeration. It analyses whether the concentrationin PRD delayed the traditional industries to move out. Find out the surrounding areasin industrial transfer, the degree of which industry agglomeration increased, so as todo a better job of industry selection.
