With the developing global economic integration and intensifying competition,talentscompetition appears on the stage. S corporation is a large state-owned iron and steel enterprise,sintering plant is one of the main production departments which belong to the listedcompanies of S corporation, sintering plant’s economic benefit has direct influence oncorporation performance. The job content of most knowledge-based staffs is brainwork whichgives intellectual support to accomplish every task during the process of sintering plant’sproducing. How to keep knowledge-based staffs by a sound system, managing theirperformance, identifying their ability, making use of their gift, promoting their performanceshould be paid most attention by the enterprise managers. Against this background the papercarried out a research on designing performance evaluation system of sinteringknowledge-based staffs.This paper concentrated on the performance status quo of knowledge-based staffs insintering plant at the very beginning, analyzing the existing problems in current performanceevaluation system by questionnaire. In order to evaluate the staffs in the round, this paperintroduce360-degree performance appraisal. At the second place, combining thecharacteristics of knowledge-based staffs and practical situation, designing three primaryperformance assessment index which including work achievement, working capability andworking attitude. several secondary indexes and tertiary indexes according to the detailedevaluation index. At last, basing on the group decision-making principle, adopting analytichierarchy process to calculate the weighings of every index and taking the consistency testingat the same time. Basing on the former researches which done by seniors of performanceappraisal and evaluation methods, this paper combined performance evaluation with relatedtheories of project management, designing a system of performance evaluation forknowledge-based staffs in sintering plant of S corporation and outfitting with evaluationmeasuring scale and related system, providing a useful way of thinking and applying for Scorporation to build and operate scientific performance evaluation system.
