With the development of economic globalization, more and more enterprises are trying toenhance its international competitiveness through the integration of a huge domestic market.Because the obstacles of differences institutional environment and market environmentbetween different parts, in the process of integration of the domestic, enterprises may chooselocal strategy which is characterized by flexible respond to location. According to the theoriesof management models match to strategy, these enterprises that have chosen location strategyshould choose the management that characterized by decentralization. However, we foundthat the enterprises successfully implement of location strategies in the transitional period inChina, at the same time when they chose matching management model they deviate from therequirements of the location strategy, and choose the management model that characterized bycentralization. On the real basis of management model deviate from the strategic requirements,this paper tries to find the reasons for the deviation through analysis the special system anddual nature market environment in the economies transition.Review of the literature, this paper discusses the special system and marketenvironment of transformation, the relationship between strategic and management model,and analyze the causes and current situation of the special system environment and dualcharacteristics market environment. This paper selects system distance, market difference asour independent variable, and selects organization form, ownership concentration as ourdependent variable, and also selects industry characteristics as our adjustment variables.We select empirical methods to study the relationship between system distance, marketdifference and the enterprise management mode, and to determine the regulation of theindustry characteristics of these relationships.This paper takes the listed enterprises who successful implementation of localhorizontal integration strategic in domestic as the research object, selects108effectivesamples,and use SPSS18.0carry on correlation analysis, regression analysis and othermethods. The findings confirmed that:(1)there exist negative relations betweeninstitutional distance and the degree of horizontal integration management model deviatefrom the requirement of the location strategy;(2)there exist negative relations betweenmarket difference and the degree of horizontal integration management modeldeviate fromthe requirement of the location strategy;(3)the industry character has a significant positiveregulation effect on the relationship between institutional distance and he degree ofhorizontal integration management model deviate from the requirement of the location strategy;(4)the industry character has a significant positive regulation effect on therelationship between market difference and he degree of horizontal integrationmanagement model deviate from the requirement of the location strategy.
