Migrant workers are rural labors with contracted land, while mainly working onnon-agricultural work with wages as the main source of income. It is a group emergedin China’s urbanization process, special on its conflict between professional identityand residence status. Social pension insurance helps the elderly to enhance theirability against the risk of old age by providing income security after retirement. Toestablish migrant workers social pension insurance is necessary for both migratelabors and the society.This paper analyzes the social pension needs of migrant workers and the socialpension supply by government, just to find an imbalance between supply and demandsituation. This imbalance mainly reflected in the payment system provides the optimallevel of pay is higher than the proportion of migrant workers, the system provides realconditions fail to enjoy the conditions, and system bottlenecks and technical problemscan not be transferred and continued to meet the needs of migrant workers. To solvethe problems above, this article put social security system, rural issues and publicfinance into consideration, finds reasons on the rural household registration system,an aging population, a huge hidden debt and unreasonable expenditure of socialendowment insurance. Finally, on the basis of clear understanding of the reasons, thispaper presents a set of recommendations to help balance supply and demand ofmigrate workers’ social pension insurance.
