As a form of social thought and theoretical guidance,regionalism has brought profound changes in international relationssince it emerge. Its development is generally divided into two stages:the old regionalism in the Cold War era and the new regionalism in thepost-Cold War. During the Cold War, in addition to Europe, Asia has alsoseen the seeds of regionalism, namely the establishment of ASEAN.After the Cold War, the new regionalism which was shaped by theeconomic globalization and world multi-polarization puts down roots inEast Asia. Through the efforts of the East Asian countries, especiallyASEAN and China, after the five stages of development, and finally,thegoal of East Asian Community was set up and reached consensus;However, the path of the development of an East Asian community isnot satisfied with the two core features of the new regionalism whichcontains politicize and multi-level, because of the "cold war" stay in Asiaas before, the gap between East Asian countries is still deep, therefore,the path of East Asian Community development is only promoted byeconomy, but not the same as in Europe by politics, and mutual distrustamong countries also makes the effect of "spillover" failure in East AsianCommunity, then it is difficult to be extended from the economic levelto the level of political, social and other; Third, functional “spillover”require the promotion of regimes, the regimes of EU through the way ofagency, but in East Asia, it based on the"10+3"meeting mode whichmeets the features of the new regionalism mechanism but lack ofmandatory institutions and legal construction which is fatal to theconstruction of East Asian Community regimes, that is, although EastAsian Community meets the characteristics of the regimes of the newregionalism, but it is weak binding in a low level; In addition, East AsianCommunity confronts the internal and external difficulties from the TPP established by the United States and mutual balance between theEast Asian countries; Finally, the paper proposes that thecountermeasures of building East Asian Community. Firstly, throughvarious arrangements of sub-region promote the multi-level and thepolitical of East Asian Community’ development, secondly, developingthe FTA of East Asia actively, promoting the integration of East Asiacurrently scattered FTA to a unified market and large-scale region FTA inAsia on the basis of "10+3", in this process, promoting the agent-building,improving the network contractual dispute mediation regimesestablished and pointing out that China has always played animportant role in the development of regionalism in East Asia as animportant participant and stakeholders.
