Since the 1950s, regionalism has been one of the most important international phenomenons and has profoundly changed the competitive situation between countries, the international situation and global order. In the 1970s, regionalism went into low ebb, for the developed countries were still unable to shake off the economic"stagflation", combined with the oil crisis, the slow process of European integration and other factors. Since the late 1980s, regionalism revived after about ten years low development with the impact of globalization. In particular, the rapid development of integration processes in East Asia showed different characteristics from European integration. It was difficult to offer a reasonable explanation to this phenomenon with the old Regionalism, so scholars had called this phenomenon as"new regionalism".January 2002, Prime Minister Junichiro Koizumi clearly stated"East Asia Community"during his visiting to Singapore. That was the first time that the Japanese government formally proposed the"East Asian Community". After that, Shinzo Abe, Taro Aso, Yukio Hatoyama, Naoto Kan, and many other Prime Minister have repeatedly referred to the"East Asian Community"in their inaugural address or policy speeches. In 2004, Japan established"The Council on East Asia Community"(CEAC), the former Prime Minister Yasuhiro Nakasone served as president."The Council on East Asia Community"(CEAC) is currently the most authoritative organ on the East Asian Community in Japan, has completed the most fruitful results within 10 +3.This paper treats Japan's"East Asia Community"as the research object from the perspective of new regionalism, in the background of globalization. The article is divided into four parts.The first part is the development of regionalism. The author believes that regionalism has gone through four stages, including the initial development, the rapid development, the difficult development and the new development. At first, regionalism is a concept of strengthen cooperation intention between the region actors (mainly state actors). Second, regionalism must be linked to some forms of mechanism. Finally, all actors'common behaviors take shape. Since 1980s, the"new regionalism"is a positive strategy for all countries to deal with globalization. New Regionalism treats actors'common interests, common problems and common goals as core values, and adhere to the principle of openness. Its target has a multilevel nature, and actors and organization forms tends to be diversified or diversification. In East Asia new Regionalism has experienced two periods showing marked characteristics of loose, open and non-intervention in sovereign.The second part is the new regionalism and Japan's"East Asian Community". Historically, Japan put forward various ideas for regional cooperation, such as"Hua Yi abnormal system","Greater East Asia Co-Prosperity Sphere","Pacific free trade area","Pacific Cooperation Plan", etc. In view of this paper, new regionalism is an international phenomenon since the 80s, so the mentioned Japan's regional cooperation ideas can not be regarded as a new regionalism phenomenon. Since Prime Minister Junichiro Koizumi formally proposed the"East Asian Community"concept, Japanese politicians have made a variety of policy ideas, such as Taro Aso's"to build the arc of freedom and prosperity", Abe's"values diplomacy"and Fukuda's"new Fukuda doctrine", etc. The author believes that economic cooperation is a driving force for East Asian Community. Why Japan can not wait to become the vanguard of East Asia's integration is to maintain its economic advantages and influence, and to win more right in regional cooperation through the spillover mechanism. Japanese scholars believe that the East Asian Community is an open community, not exclusive, but Japanese politicians advocate that Japan, the United States, Australia, India and other countries with common values, to form a strong alliance, so Japan's"East Asia Community"geographical Range has not yet clearly defined. Japanese scholars believe that"East Asia Community"based on the economy, and they also believe economic cooperation is the"East Asia Community"basis and driving force."East Asia Community"specific strategies proposed by"The Council on East Asia Community"(CEAC), also focused on economic field, such as promote the interdependence through expanding trade and investment, strengthen Japan's financial center position through increasing the utilization rate of the yen, etc.The third part will examine the possibility of Japan's"East Asia Community". The author uses Susan Strange's international political economy structure analysis to analyze the realization of Japan's"East Asia Community". East Asia's industrial structure had been out of the"flying geese pattern"and evolved to"double pyramid model". China and Japan have a"complete structure of industries", and the relations will be between competition and cooperation. In view of the financial crisis of 1997 and the global financial crisis of 2008, Japan is actively promoting financial cooperation, and strengthens its financial hub in East Asia. But Japan also faces difficulties, such as the effectiveness of financial cooperation in East Asia being questioned, regional financial oversight mechanisms are inadequate and many countries have different exchange rate system. Both Japan's and China's civilizations belong to East Asian civilization. But, in East Asia's culture cooperation, Japan's identity separates from"West country"to"Asian country", and identity is still in a"Alternative". Japan often uses kinds of values diplomacy, which runs counter to the new regionalism's principle of diversity. Japanese scholars still emphasize common values, not out of the barriers of old regionalism. Moreover, China's peaceful rise, China and Japan over the Diaoyu Island issue, Japan and Russia over the four northern islands, North Korea, increased the uncertainties for security cooperation in East Asia."Security Dilemma"has been particularly evident in East Asia. Additionally, since World War II, Japan's military security is mainly provided by the United States, so Japan will be in the bottom of East Asia's security structure.In the fourth part, we will discuss the relationship between China and Japan within"East Asia Community". In Japan's impression, the concept of Huayi order is still latent in Chinese people's concept, tends to put their own position higher than other countries. It is a superb view of the world countries. In Chinese people's concept, the new international order is composed of the North American Free Trade Areas, European Union and"East Asian Community", showing"Three-circle centered international order". In China's impression, Japan always pays attention to coordination in East-West, and relies on the USA to suppress China. Japan's"East Asia Community"is actually a strategy trying to stabilize the rise of China through taking use of its own economic advantage and to seek the initiative in East Asia's cooperation. However, due to restrictions on Japan-US alliance, Japan's domestic political scene's frequent turnover, lacking of national strategy and other factors, the Japanese academic research is difficult to be adopted into the foreign policy in a short time.
