Land is not only an important resource for human beings, but also a source for farmers to make their living. With the rapid development of China economy, the contradiction between land supply and demand becomes serious, which arouse great public affection in recent years. Especially each year the construction projects over the country have occupied massive cultivated land areas so that protecting farmland and the benefits of farmers have become the important issue that related to the sustainable development of the national economy. In terms the great value-added benefits, nonagricultural constructions and developments have score a lot of credit, however, distribution chaos that we have seen in the agricultural value-added benefits should be responsible for the harm of the collective economic organizations interests of farmers and villages. Nowadays, it has been more and more important to establish an effect mechanism of protecting farmlands and defending farmer’s rights and find appropriate methods to reasonably distribute the added value generated by farmland. With the Farmland Development Right being introduced, we already had the key to solve the problem. This thesis focuses on the analytical study of Farmland Development Right pricing and land requisition compensation based on Farmland Development Right. It has6chapters, mainly as following:Chapter1:Introduction. In this chapter, I Present the background, purpose and significance of the study, discuss the basic ideas and methods and propose some possible creation.Chapter2:Reviews of Domestic and international documents. I give reviews to the relational studies of Domestic and international farmland development right, especially the issue of farmland development right’s configuration and movement, and the study of land requisition compensation.Chapter3:Study of basic theoretical issues. In this chapter, I state the significance and features of farmland development right and land acquisition compensation based on the domestic and international studies. I also analyze the lack of farmland development right during land acquisition and present the necessity of establishing farmland development right. In addition, I explore the belongingness of the right and lay a foundation for pricing and distribution of farmland development right pricing.Chapter4:methods and studies of farmland development right pricing. The implication and the Formation Mechanism of farmland development right pricing are analyzed and explored in this chapter which includes the summarization and comparison of the methods and evaluation of farmland development right value in each remote district in Wuhan the by using CVM.Chapter5:Farmland development right distribution and farmland requisition compensation. From all the situations of the benefit distribution during current farmland requisition, we know governments have occupied massive benefits of the farmland development right in the course of farmland requisition. The ratio of farmland development right distribution based on farmers’wills is proposed and a reasonable requisition compensation standard is deduced in this chapter.Chapter6:Conclusion and discussion. Relative Suggestions is given to farmland development right and requisition compensation according to the conclusion of this thesis. And in the end, the deficiency exists in the thesis and future prospects are discussed.
