"Cherish the land and use it rationally, protect cultivated landeffectively" is one of our basic state policy. It is our common goal toadhere to the warning line of1.8billion mu of cultivated land and ensurefood security. With the accelerating process of the city, It is often seenthe phenomenon of wantoning encroachment on cultivated land, the pressureof food production is increasing. The existing management system ofcultivated land, such as control system of land usage, the basicprotection system of farmland, has not been able to control the decreaseof farmland, which urges us to search for new land system to assist theprotection system of cultivated land in China, coordinate land use andprotection, to promote the orderly operation of land market and efficientallocation of land resources at the present stage. Whether in agriculturalland ownership arrangements, or the distribution of benefits, pricequantify and other problems, which needs to do systematic research.This article starts from the reality and theory background,summarized the results of the research at home and abroad by literaturemethods. In the theoretical part, author summarized the land developmentrights systems in England, America, and German as a reference for thefoundation of farmland development right system in our own country, andfind out the existing problems in the research. Refer to the presentresearch result inland, the primary research about the management of theland market is the administrative management, lack of research aboutmarket operation, scuh as the body of market, trading, price and scheme.So far, scholars in our country analysis every part of farmlanddevelopment right from different aspects, but most of these researchesfocus on the theoretical part, mainly about the concept, character andaffiliation of the agricultural land development right, lack of empiricalresearches and applied researches.This article mainly sets the assessment of price of farmlanddevelopment right as the main line, and expounded the basic relatedconcept, the connotation, characteristics and other related basicthoeries of farmland development right. Also discuss the ownership offarmland development right, the meaning of the price of farmland development right, the actors of the price of farmland development right,the formation mechanism and the evaluation principle.Select four city inGuangxi North bay Economic Zone, Nanning, Beihai, Qinzhou, Fangchenggangas the research object, using the income capitalization method,statistical method and calculation method of chemical equation, to carryout the price of economic benefits, social benefits and ecologicalfunctions. The local land prices evaluation mainly based on the latestbase price of land in different cities. Finally analyze the results offarmland development right price assessment, put forward the reform ofland management system that is suitable for Guangxi North bay EconomicZone area.
