For the past few years, the social responsibility in enterprises is being paid more and moreattention by the society, and it has become an international trend. As the important supporter,small and medium-sized enterprises have had a speedy growth since the reform and opening tothe outside world. Although it has created a lot of wealth, it also made lots of social problems,such as environment pollution, foodstuff security.Totally speaking, lots of small and medium-sized enterprises in domestic don’t haveenough consciousness to fulfill their social responsibilities currently, which makes more andmore social problems turn out. Therefore, how to urge SMEs fulfill their social responsibilitybecomes hotpot issue that society pay close attention today by day. From the internationalexperience, we know that government, as a main marketer, is playing a key role in the processof promoting SMEs to fulfill their social responsibility. This article stands on our country’sbasic condition or state, on the basis of utilizing some developed countries’ experience inpromoting SMEs to fulfill their social responsibility, combining SMEs’ actual circumstances,raising a practical and feasible countermeasure and proposal to improve SMEs’ phenomenon oflacking social responsibility for reference from the point of government view,it will have arelatively powerful actual significance.
