Food purchasing and storage policies are not only acting on the food circulation, but alsoaffecting the grain product and consumption. They play an indispensable role in guaranteenational food security. Therefore, the analysis of the practical implications that pastpurchasing and storage food policies on national food security and the summary theexperiences of past policies, are good to development rational and effective policies on foodpurchasing and storage. With the mind, this view base on the national food security, and thefood security theory, public goods theory and the macro-control theory as the theoretical basis,and make use of empirical and normative analysis, comparison and classification analysis,linear regression and correlation analysis and other methods to analyze the food purchasingand storage policies themselves and the effects to national food security after China’s reformand opening up. It tries to evaluate them totally and objectively and give some advices forinstituting the future policies.This view analyzes the evolution of policies after China’s reform and opening up first, andit sums up the policies’ characteristics which include that the policies’ basic direction ismarket economy, revolute gradually and repeatedly, price regulation as the main policies toolas well as more administrative intervention. Then, it analyzes and concludes the way that thepolicies affect food product, food circulation and food consume, which provides the groundsof the effects of policies to national food security. Besides, it analyzes the practicalimplications that the food purchasing and storage policies after the reform and opening up ofChina on national food security which is divided into national food product safety, consumesafety and circulation safety. This study shows that the purchasing and storage policiesimpacts on food production particularly. Food production fluctuations and purchasing andstorage policy are close in conjunction. Income of farmers are benefiting from the overallfood price increase. But due to the proportion of income of producing food in farmers’ total ismore and more small, it’s more and more difficult that purchasing and storage policiesachieve the purpose of stability and raise farm income. In addition, the response of theefficiency of food production for the policies has a certain lag, not as sensitive as foodproduction. In terms of food distribution, purchasing and storage policies guarantee the safetyof food stocks, but the high rate of stock, food logistics inefficiency and the lack of incentivesin food storage sector also reflect the high cost of grain circulation. In terms of foodconsumption, the abundant storages of food protect the supply on the market. China’s percapita share of food is also in a basic reasonable level, but the fluctuation of the price of foodconsumption has not stabilized effectively. At last, based on the above research results, itsums up the achievements and the problems of the food purchasing and storage policies afterthe reform and opening up of China. Then, it provides some advices for the policies.
