The Research Of Small And Medium-sized Private Enterprise Performance Management System Which Based On The View Of Risk Management

With China’s accession to the WTO, Chinese enterprises in the face of development opportunity while also will usher in more severe challenges, has long been affected by the planned economic system and traditional culture, the Chinese small and medium enterprises in the internal management of many problems, especially the performance of management is backward, the performance management level is low, these problems have seriously constrained the development of the enterprise. Practice has proved, the enterprise strategy management must pay attention to risk control risk, if ignored, then the operation of enterprises are likely to care for this and lose that, difficult to achieve the strategic balance, facing the competitive pressures from home and abroad, Chinese enterprises if managers can focus on the perspective of risk management, risk identification, risk ranking, risk response and late effect evaluation, into the enterprise performance appraisal system, in the design of the Balanced Scorecard and the application process by introducing the concept of risk management, risk prevention and control for the target to build a scientific performance management system, and make full use of resources, access to competitive advantage, can better avoid and guard against operational risks,to achieve personal and organizational growth, realizing sustainable development.In this paper,the classification of small and medium-sized private enterprises performance management performance management system and its method, the basic concept and the basic theories of the risk management are described, and then the analysis of the present stage of small and medium-sized private enterprise performance management problems, and in order to make the research more practical meaning, this paper chooses a local SX company has conducted the thorough research, pointed out that the small and medium-sized private enterprise performance management and risk management issues, and then use the larger space for the establishment based on the perspective of risk management of small and medium-sized private enterprises performance management system are discussed, which is firstly put forward in theory in risk management and performance management system integration between the design, specifically the performance management for risk management provides a management platform based on strategic risk management mechanism, rich management level and content, risk management and performance management objective system, process system can exist between the combination of points, then take SX company as an example, this paper outlines how the risk management in the small and medium-sized private enterprise performance management system design, especially in four aspects and the Balanced Scorecard Risk management between three dimensions of articulation, effective bridging of the Balanced Scorecard in evaluating the strategic vision of lag and passive, therefore the risk management and the Balanced Scorecard both fusion can produce complementary and synergistic effect, promote the company’s strategic objectives to develop to higher administrative levels. Combined with the actual situation of SX company, through three aspects of the research on risk management theory into the performance management system is scientific and feasible, the first level is the risk management theory in SX company’s balanced scorecard indicator system design, form a more scientific, objective and risk controllable performance target management system, second a level is in the process of performance management system design of SX company, the balanced scorecard implementation process and risk management analysis, identification, assessment and response of integration, enrich and perfect performance management programs, counseling, assessment and feedback mechanism. The third level is the risk management in SX company’s performance management system and system, by strengthening organization and leadership, normative responsibility, perfect performance management system, curing risk control, through the multiple dimensions of perfect performance management system of SX company, finally points out that SX company performance performance management system implementation of safeguard measures. Through in depth analysis of discourse control of small and medium private enterprises performance management aspects of the typical problems, to take SX company as the representative of the small and medium-sized enterprise performance management system construction and put forward feasible suggestions.This thesis belongs to applied basic research, its theory contribution lies in the risk management and the performance management system of integration, especially the attempt to explore the establishment of risk balance score card index system, for our small and medium private enterprise performance management system to a certain degree of exploration, its practical significance lies in the combination of performance management of SX company specific circumstances, the anatomy of its risk management in the operation of the defects, and targeted on the performance management system optimization design is carried out, strong practical operation, to build for our small and medium-sized private enterprises performance management system of the development of reference. The deficiencies of this paper lies in the different regions, different industry’s business model is hard to unify, problems are also different, in the SX company’s situation is not completely cover all of the small and medium-sized enterprise, also need the author constantly in-depth study.
