As a provincial research institution of standardization, Shandong Institute of Standardization (SDIS) includes three economic forms after more than thirty years of development, which are institution, corporate entities and associations. SDIS plays three social roles in the institution reform, provider of public standardization service, technical supporter of administrative affirmation and market competitors of information technology service. Three economic forms and three social roles put forward different demands to ensure the scientific and normative development of SDIS. However, in the process of rapid development of SDIS, some conflicts and problems gradually revealed: the conflict between the personnel management system of institution and market-oriented operation, the restriction of talent team construction and talent training for the properties of institution, requirements of improving the level of standardization research and management, lack of the core of organizational culture, and so on. New strategies are needed to solve these problems. Thus, there are important theoretical and practical significance in this research.Firstly, the external environment of SDIS was analyzed with the method of PEST and concluded that SDIS has good development opportunities with potential threats, under the current political, economic, cultural and technological environment. The opportunities for development are:foreign standardization organizations haven’t entered Shandong; the system of state standardization work can protect the authority of SDIS; the fields of standardization keep expanding; and so on. The potential threats still exist: research organizations interested in standardization are increasing; research organizations of standardizations will face new tests for the institution reform; the policies and financial supports are unstable; and so on. Secondly, the advantages and disadvantages were obtained on the basis of analyzing the internal resources of SDIS, from six dimensions of human resources, data resources, assets conditions, research ability, management ability and organization ability. The advantages are:the competition advantages of the main business, the field advantage of emerging business, monopolistic advantage of organization code and commodity bar code, the advantage of administrative support and harmonious public relations. The disadvantages are:lack of human resources, weak core ability, plainly building of enterprise culture, general management ability and weak development potential of main business. Furthermore, with the method of SWOT, we proposed that with the aim of a well-known standardization research institution, SDIS should adopt a growth strategy, with multi-service development strategy, resource-enhancement strategy, market-oriented development strategy and technology alliance strategy as the basic strategy. At last, the following measures are proposed for the implementation of the strategy:Strengthen the construction of mechanism and system; Reshape a good organizational culture; Focus on personnel training; Strengthen the team building; Strive for financial support; Increase investments in facilities and resources construction.
