The Chongqing Government Electronic Procurement Auction Bidding Case Study

Recently China’s economy is in the stage of rapid development, but some laws andregulations related with biding (e.g., Construction Law, Tendering, and GovernmentProcurement Law) have been enacted for a long time. Hence, the situation results toestablish some new government departments in charge of transaction management. Dueto the conflict of local interest of the departments, they usually play both judge role andplayer ones, which lead to many unfair transactions. Therefore, it is very important forgovernment how to establish a fair e-procurement auction bidding procedures to preventthe abuse of power, corruption and other bad behavior.Due to the necessary to establish a fair e-procurement auction bidding procedures,this paper first analyzed the theory related to government procurement bidding ande-government. Then, the paper also discusses the concepts of e-government process, itsmeaning, and pratical problems. In addition, the paper presents some disscusions abouthow to implement e-government in bidding and auction areas.In fact, how to implement e-government in bidding and auction areas is still underresearch. The paper takes the e-procurement auction bidding procedures of Chongqingas study case. Firstly, the paper analyses the state-of-the-arts of the Chongqinggovernment procurement bidding areas and e-government practices. Now the electronicpublic resource centers in each county of Chongqing is carrying out the construction ofe-government services, and to establish a modern, standard, and efficient biddingtransaction management information system. Additionally, the paper also presents adetailed description for the entire e-government in the bidding agencies, which rely onsome specific methods and IT supporting systems, e.g., the bid evaluation expert systemand the sound tunable system, which can automatically and randomly choose experts,and prevent some backdoor events. Besides, the live video/audio surveillance system forbid evaluation can also provide some guranatee for biding fainess. By the importantmethods, the biding fairness can effectly be improved.From the long-term trends, the E-governization of biding is one of importantrequirements of the creativeness of government management, and is an importantattempt of improving the public-management abaliity through the cuurent advanced ITtechnologies.
