Chengdu Economic Zone Of The Local Government Cooperation Mechanism Research

With the continued prosperity of china’s economic, the comprehensivedevelopment of society, the improvement of the market economy system and continuesdeepening of reform and opening, the regions are becoming increasingly close. Sincethe new century, thousand sails compete in regional development; the scope and fieldof regional cooperation are always expanding and growing. In order to play a role inregional ties of Chengdu, make a harmony development between economic and societyin west, all provinces in west propose a suggestion to make the capital city—Chengduas the central of the economic zone. But local government play an important role in thedevelopment of regional cooperation, it could be said that the cooperation of regionmay be expressed as the cooperation of the governments. So we must to strengthen thecooperation of government to make integrated development. At present, thegovernment cooperation of Chengdu is in an early stage, lacking of motivation anddynamic mechanism scientific cooperation. In the view of them, this paper have built adynamic mechanism of Chengdu economic region based on the theory and practice,inorder to promote the smooth progress cooperation in local government. This researchcontains five parts as followed:Firstly, this paper has introduced the background of the topic of the research fromthe aspects of economic globalizationregional integration and the development of west.Then describes and reviews the significance of the thesis topic from the theory andpractice. Last, outlines the main content, research method and innovation.Secondly, this part defines the important concepts about the governmentcooperation of the economic zone of Chengdu, and analyzes some important theorybasis.Thirdly, this part introduces the overview of the government cooperation of theeconomic zone of Chengdu and plays a connecting role. This part starts from therealistic conditions of local government cooperation of Chengdu economic zone,makes an accurate positioning of all cities, reviews the history of local government cooperation of Chengdu economic zone, sums up the achievement of it and point outthe difficult.Fourthly, this part is the difficulty of the thesis, researches the power that is to saythe internal drive, outside help and resistance of local government cooperation ofChengdu economic zone, specifically analyzes the source and mode of action of allforces, then combines the status of local government cooperation of Chengdueconomic zone, deeply discussing the lacking of motivations, analyzing the reason ofthe cooperation from the angle of the structure motivation.Fifthly,this part is the emphasis of the thesis, basing on analyzing the motivationof the local governments’ cooperation, it has proposed a countermeasure to improveand solve the shortage of the cooperation, which is to build power mechanism, andmain contains oriented mechanism, incentives mechanism, safeguard mechanism andoversight mechanism.Finally, this part is the summary of the thesis, to make a synoptic description ofthe further study.
