Government Investment Projects In The Western Region Acting System Research In China

Western China, rich in natural and cultural resources, is an important part of thecountry which has important strategic significance. Because its climate and naturalconditions are relatively poor, and the ethnic problem is complex, its development islagged far behind, seriously affected the development of economy and society ofWestern China, and this situation is not conducive to achieve the important goals ofNational prosperity．In October2000, the State Council issued the “The notice of State Council on theimplementation of Western Region Development policies”，which formally included inthe national strategy of Western Region Development, focusing on the development ofWestern China．In the course of Western Region Development, the construction work ofgovernment-invested project in Western China is an important part of the foundationand has played an important role in promoting the development of Western China. Butnow, the management of government-invested project construction in Western China isstill relatively backward, the lower management level, has seriously affected the qualityand efficiency of government-invested projects’ construction and the economic andsocial development in West China．In October2004，the State Council promulgated the “Decision on the reform ofinvestment system”,clearly stating “to expedite the implementation ofagent-construction system for the non-operating government-invested projects．”Thus，Western China began the exploration of agent-construction system used in thegovernment-invested projects’ construction．The thesis sort out the contents of the relevant documents of agent-constructionsystem in Western China, analyzed the implementation of agent-construction systemfrom different angles, clearly shows the development status of agent-constructionsystem in Western China, and identified the problems of the agent-construction systemin the area．On this basis, we introduced the principal-agent theory and the project governance theory, analyzed the principal-agent relationship and project governance issues of theagent-construction system used in the government-invested projects. Then put forwardthe main content of agent-construction system and the project governance structure．Based on this theoretical basis, through the project governance structures ofinternal governance and external governance, respectively, the thesis analyzed theproject governance issues of the agent-construction system used in the west china’sgovernment-invested projects，and thus build the Project Governance Model of theagent-construction system used in the West China’s government-invested projects．The model reflects the architecture and institutional arrangements of theagent-construction system and the key management points in West China. Based on theanalysis of the model, this thesis presents some methods of agent-construction system inWest China, including the key management point and the duties of the parties on behalfof the construction and the process of the implementation of the agent-constructionsystem operation methods．...
