Applied Research On Construction-Agent System Of Constructions In New District

For a long time,there are contradictions on"Invested,construction,supervision, application"in non-profit invested projects by the govemment that leading to the"three over"(over-investment,over-size,over-standard) are widespread.Thus,the emergence of the right to rent-seeking,completion period and quality out of control that were widely criticized,the detrusion of construction-agent system resolved the issue in a certain extent.Construction-agent system with Chinese characteristics as a non-profit government investment projects model must have its specialty.The author of this article has the experience in development projects management and leams from domestic existing research results of construction-agent system.In this particular environment of constructions in new district,author research on the sign of construction contract,the choice of construction-agent,the scope of construction-agent,the organization of construction-agent,as well as the costs of construction-agent and management risks of construction-agent system that from the perspective of construction-agent.This paper draw a conclusion,in the early construction of the new district using a special construction-agent that a wholly-owned project management company by government for urban infrastructure throughout the region,whole constructionagent the process of production,it could effectively circumvent"reverse risk"and"Moral hazard"that accompanied by the commission-agency.Then adoption the way of market-oriented public tender to choose the construction-agent after the completion of the infrastructure construction,it can improve efficiency in the use of government investment funds.At the same time,corresponding risk analysis of construction-agent system for the new district that ambiguous construction-agent'status,investment out of control,lack of supervision, the omission of contract administrator and superintendent was done.The measures provide effective support for construction-agent system of the 2011 International Horticultural Exposition'site in Xi'an.
