Corporate social responsibility refers to the enterprise to create profit for shareholders, and also take the liable on employees, consumers, communities and the environment. In the surroundings of building a harmonious society, facing the requirements of economic globalization and achieving sustainable development, the fulfillment of corporate social responsibility are more attentioned while the enterprises as the main part in social and economic development.First, based on analysising the framework of corporate social responsibility research, including the research process about CSR abroad, the domestic and international concept and dimensions, evaluation,impact factors and relationship with corporate performance, summarizing the Mata-analysis model of CSR and providing a theoretical basis for this study. Second, according to the triple bottom line theory and stakeholder theory, it constructs the comprehensive evaluation system of CSR with domestic business environment. That exactly solves the measurement of CSR, providing support for the following empirical study. Again, according to the ultimate property rights theory, dividing the sample into non-government-controlled, local governments controlled and central government controlled, while taking advantage of Wang Xiaolu and Fan Gang (2009) relative index of marketing in different regions of China, taking the Shanghai Stock Exchange listed companies as samples in2009, establishing the regression model of CSR as the dependent variable, type of the ultimate controller, the market index as testing variables, industry type, company size, financial leverage, financial performance and other factors as the control variables,analysising the relationship of CSR, government control and the process of regional markets. Finally, in accordance with of the conclusion empirical analysis, proposing the corresponding policy recommendations.The results show that relative to non-government controlled listed companies, the government-controlled companies, especially controlled by the central government, their social responsibility performance are much better. The higher the level of regional market, the lower regional extent of government intervention, the higher the level of the area rule, the more conducive to enhancing corporate social responsibility, and this relationship are more apparent in the government-controlled companies.
