Since the industrial revolution,human society has been developing by leaps and bounds.The emergence of enterprise has completely changed the social economic pattern.The material civilization and spiritual civilization of human society have been making progress continuously.However,when the operation of enterprises create wealth,it would have the inescapable negative effects on society.People begin to realize that enterprises should not only aim at creating material wealth,but also taking the social and environmental responsibilities.Enterprises should also actively participate in environmental protection,pollution control,community construction,and poverty reduction,which uesed to led by the government and social organizations.In the context,the concept of corporate social responsibility has appeared.Many enterprises begin to focus on the construction of corporate social responsibility,and publish annual CSR reports.The report of corporate social responsibility is a important carrier which can comprehensively reflect a firm's construction of corporate social responsibility.Although,it has a long history of publishing the corporate social responsibility report,there are no uniform standards that could be used to evaluate the quality of corporate social responsibility report and give the practical suggestions.The reasons for the phenomenon are various,one is that the evaluation of corporate social responsibility report has a certain background.That is to say,the corporate social responsibility reports are totally different in each industry or enterprise.As a result,it is hard to make the uniform standards.Therefore,this paper selects ZTE which is a leading enterprise in the communication industry,aiming at the contribution of CSR report's quality evaluation system.Specifically,this paper consists of five parts.First of all,this paper expounds some related concepts,and defines the basic concepts of corporate social responsibility,corporate social responsibility report and so on.Secondly,this paper expounds the origin,basic ideas and application of two theories,stakeholder theory and decision-usefulness theory,which are closely related to the evaluation of corporate social responsibility,and provides fundamental basis for the case analysis.And then,this paper expounds and summaries various methods at home and abroad on how to evaluate the corporate social responsibility report.Combined with the local situation and the special attribute of the communications industry and refer to the domestic methods,this paper also constructs a new suitable evaluation system for ZTE.Next,based on the 9 released corporate social responsibility reports of ZTE,the new system could give the evaluation on seven aspects of timeliness,substantiality,integrity,balance,comparability,readability and innovation.Finally,based on the above analysis,this paper proposes some suggestions.In general,from 2009 to 2016,the quality of ZTE's CSR reports has improved a lot in all aspects,but there are still many problems in its CSR reports.Specifically,in the aspect of timeliness,the reports have done better in regularity than suitability.In the aspect of integrity,the reports haven't provided the independent third party verification,or disclosed the performance of corporate social responsibility.In the aspect of balance,the reports haven't disclosed the negative related information.In the aspect of comparability,the reports haven' t mention ZTE's past performance or other enterprises' performance in the same industry,as a result,this paper cannot give the horizontal and vertical comparison.In view of this,this paper proposes that ZTE need to further improve the corporate social responsibility report on following aspects,disclose the negative information of enterprise or industry so as to enhance the balance,provide the independent third party verification so as to enhance the credibility,disclose the past corporate social responsibility performance of enterprises in the same industry so as to enhance the comparability,and so on.At last,the enterprises should pay more attentions on the construction of social responsibility,improve the understanding,and learn from the feedback of the reports.Although this paper pick one enterprise as an example,ZTE could be representative in the communication industry which has an important effect on the national economy.Therefore,this paper could enrich the corporate social responsibility report evaluation theory,and provide feasible suggestions for related enterprises to improve the quality of corporate social responsibility report.
