The Research On The Income Increase Of Loudi’s Farmerbased On The Side Of Income Structure

China is characterized by its large rural population for a long time. Althoughurban population surpassed the rural population since2011, but the “the three ruralissues”, namely agriculture, rural areas, farmers, still be the policy focus of Chinesegovernment.After Chinese opening up, with the economic development, Chinese people’sliving conditions get much improvement. But rural residents get much less benefitthan urban residents. The improvement of rural residents’ income is related to Chineselong term economic and social development, and also is an important solution toachieve the goal of economic development way transition.LouDi city is in the middle of Hunan province. Since reform and opening up in1978, the income structure of rural residents in LouDi has changed from singleincome of profit from agriculture production and operation to complex incomestructure. The income of LouDi rural residents mainly comes from wage, supplementwith profit from agriculture production and operation, and little comes from propertyincome and transfer income. The income structure indicates that rural residents’income mainly depends on participating in wealth creation process, and less dependson wealth distribution process. At present, there are some problems in increasing ruralresidents’ income, such as migrant workers engaged in low technical job, migrantworkers payment right are serious infringed; agriculture and production incomedifficult to ascend because of resources scattered; policy barrier for rural residents toget property income; and rural residents get little transfer income.Based on the analysis of LouDi rural residents’ income, referenced the successfulexperience at home and aboard, and combining with the major trends of China’seconomic and social development, this paper figured out several policy suggestion. Inthe future, the major trends of China’s economic and social development are coastalindustries moving inland; continuance of urbanization process; agriculture upgradingand rural land circulation. LouDi government should make full use these trends ofimproving farmers’ participating opportunity in wealth creation and wealthdistribution, and makes policies to increase famers’ income. These policies shouldencourage local famers to work at local and other place to get more salary income,encourage agriculture cooperative development and encourage farmers to set entrepreneurship in local to increase famers’ income from agriculture production andoperation, acceleration the urbanization process and rural land circulation to increasefarmers’ property income, encourage more transfer payment in rural living andproduction facilities to increase farmers’ transfer income.
