Urban Agglomeration Development Stage Evaluation In Yunnan Province And Its Countermeasures

City group is a new space structure with the process and emergence of theurbanization. It plays an important role in the regional development of the economywith its strong factors of production and radiation, and has gradually become animportant part of national strategy about the urbanization and regional strategy aboutthe economical development.The formation and development of the domestic and foreign city groups mainlybased on two kinds of background. Firstly, the urbanization of the outskirts. Secondly,the effective governmental plan. The city group proposed in the paper is based on the"12th Five-Year Plan for National Economical and Social Development of theYunnan Province" which propose a strategy to create “one circle, one area, six citygroups, seven galleries”, in the strategy “six city groups” refer to the city group in thecenter of Yunnan Province, the sub-city group of the western Yunnan Province, thesub-city group of the southeastern Yunnan Province, the sub-city group of thenorthwestern Yunnan Province, the sub-city group of the southwestern YunnanProvince, the sub-city group of the northeastern Yunnan Province.The paper judge the developmental stage of the six city groups in YunnanProvince by use the method of judge evaluation and the index system to determine thecriteria and evaluation model to obtain the results, the results as follows: the citygroup in the center of Yunnan Province is in the stage of rapid development and thesub-city group of the western Yunnan Province, the sub-city group of thesoutheastern Yunnan Province, the sub-city group of the northwestern YunnanProvince, the sub-city group of the southwestern Yunnan Province, the sub-city groupof the northeastern Yunnan Province are in the stage of primary development.The suggestions for this paper as follows:(1) The city group in the center of Yunnan Province, which undertakes “the core city group” and the “core growth pole”,is in the stage of rapid development and need to further enhance the overall level ofthe development, the economy, the infrastructural conditions, the internal andexternal contacts’ conditions. The development model of the city group should bemainly used as the composite developmental mode.(2) The other five city groups arein the stage of primary development. It should used the developmental model, whichis based on the operation of the government, to actively cultivate the central city, thegrowth pole, the substantial improvements in infrastructure, the development ofleading industries, establish the platform about city integration, and actively absorbthe advanced experiences of more developed city groups.
