Market-oriented operation of plant variety right is effective way to realize the varietyright value, to help the new varieties of plants go to market rapidly, so as to realize themaximization of the commercial value of plant variety right. Along with the consummation ofthe plant variety right’s protection system, and the fast growth of application and authorizedquantity of the plant variety rights, emerged a group of seed industry enterprise withindependent plant varieties and scientific research innovation ability. But on the whole, atpresent our country’s plant variety right market operation ability is insufficient, seed industrywith genuine international competitiveness is few, the ability of market-oriented operation ofplant variety right prove to be one of the "short board" of restricting variety right value’srealization and seed industry’s competitiveness. On the basis of consult literature, expertinterview and investigation, this paper utilizes property right economic theory, transactioncost theory, behavioral science theory, theory of game theory, comprehensively uses ofanalogy research, statistical analysis, the empirical analysis, case analysis, etc, from fiveaspects to launch research on related problems of market-oriented operation of plant varietyright emphasisly: theory overview, the main body behavior’s descriptive statistics analysisand game theory analysis, empirical analysis on influence factors of its Satisfaction, mode’ssummarizing and optimization strategy.The system awareness of market-oriented operation of plant variety right is thetheoretical foundation of this paper. On the basis of defining method concept ofmarket-oriented operation of plant variety right, this part defines its subject and object,focuses on the analysis on its pattern, and draw its process utilizing property economy theory,using analogy.
