Study On The Link Modes And Optimization Management Of Maize Variety Rights Value Chain

The seed industry is the “mother” of the agriculture and the lifeline of the national foodsecurity and economic security. Maize is an important grain，feed and industrial raw materials.Therefore, Maize seed industry plays a decisive and fundamental role in our countryagriculture and even the whole national economy. These factors such as poor capability ofindependent innovation of China’s corn seed industry, outdated management system, high risk,long cycle and strong spillover of the seed industry technological innovation,strong competition of the multinational seed industry group the domestic corn seedmarket facing are restricting the development of China’s corn seed industry and theentire corn industry. According to the specific national conditions of our country,learning from the successful experiences of multinational corporations in developedcountries， following the objective law of variety rights in technological innovation andbuilding the value chain management system taken the maize variety rights as the core andthe maize seed corporation as the main body and the interests as the ties，producing thesynergistic effect from diversified innovators, implementing the corn variety rights valuechain innovation and management strategies to ensure national food security are thefundamental way to achieve the modernization of China’s maize seed industry and also theultimate goal of this study.The study had a in-depth research on corn variety rights value chain link mode andoptimal management of the problem, it based on relevant literature, visits and researches,drawing lessons from the technological innovation，knowledge value chain, technology valuechain value-added model, using graphic analysis, case studies and statistical analysis methods,focusing on the theoretical analysis, link mechanism analysis, the link mode analysis, theempirical analysis and optimization of the seed industry management. Specific contentincludes:(1)Understanding the theory of maize variety rights value chain managementcomprehensively is the logical start of this study. This study put forward the connotation ofmaize variety rights value chain basing on the traditional value chain of Michael Porter,drawing connotation of the value chain of science and technology and intellectual property and summed up the characteristics and economic theory of maize varieties of value chainmanagement. It is considered that the value chain management system is a innovation chainaggregate taken the Maize variety rights as the core and the maize seed corporation as thesubject, the main chain in the creation, utilization, protection and management of new maizevarieties included upstream suppliers, the core seed industry and the security system(including government, intermediaries, investment institutions, etc.), and the final consumers,to achieve the maximization of the main interests of each innovator and maize variety rightsadding value continually.(2)The analysis of the corn variety rights value chain link process is the foundation of thisstudy. Conclude all levels of government, enterprises, agricultural scientific researchinstitutions, intermediation agencies and promotion agencies and industry associations areboth the innovators of maize variety rights value chain. Summarized the different functions ofthe node tissues; construct the model and the tricycles flow mode of maize variety right valuechain. and analysis the link mechanism of maize variety right value chain from the dynamicmechanism, coordination mechanism and interest distribution mechanism.(3)The corn varieties right value chain link mode analysis is the focus of this study.According to the realities of corn seed market and seed corporations, the maize variety rightsvalue chain link modes are divided into single ring type link mode, a double-ring type linkmode, the three-ring type link mode and netlike link mode. There are four kinds of main modeand multiple sub-models. By analyzing the value chain link mode of76seed enterprises, itcan be found that maize seed corporations’ value chain link mode choice is affected bymultiple factors, including market innovation, research and development achievements andtalents scientific research. There are the main factors of value chain link mode.(4) The optimization management of maize variety rights value chain is the end-result ofthis study. In view of the problems in the management of maize variety rights value chainsuch as the contradiction between supply and demand of corn variety rights；the imperfectintermediary organizations and link mechanism. It put forward some policy recommendationsto optimize and improve the variety rights value chain management and order link of thevalue chain and increasing the value, such as to strengthen the innovation and protection ofthe maize variety rights，resolving the contradiction between supplies and demand of the maize variety rights; attention to the variety rights trading market, to broaden the link channelof the variety rights value chain; improving linking mechanisms to the variety rights valuechain, improve Innovators’ synergistic effect.
