Research On Performance Evaluation Of The Rural Debt Based On Financial Expenditure

Performance Evaluation of the rural debt means that the debt situation is measured by the use of debt capital expenditures. According to the input and output of rural debt situation and based on the relative efficiency value of the rural debt, we range the rural risks and rank the risk values.On the final we reach a relatively reliable conclusion. At present, there is a huge rural debt in China; Debt risks highlighted, the debt problem has become an important factor in influencing economic development and social stability.In public goods theory, local government debt is a "double-edged sword." On one aspect, debt would not only increase the appropriate regional level of material civilization and spiritual civilization but also speed up the rural comprehensive development; on the other aspect, debt will result in improper debt of local governments with high debt, financial burden, and local economic malaise. Therefore, from the perspective of the performance, to evaluate the expenditure of country government debt has important theoretical and practical significance. To improve the efficiency of the expenditure of township debt, preventing the debt risk, we can also develop the leverage of debt capital, the financial public function and guiding the flow of funds to promote local economic development.This article is based on the above idea, through the construction of debt performance evaluation system, observes and studies from the performance of expenditure, and puts forward countermeasures and suggestions.The article first defined the relevant concepts, thinks that the country government debt is a gap between revenue and expenditure, and it plays as public financial functions. In the second part, the article made a distinction between corporate debt and country government debt, while summarizing the situation on the problem or the theory and the relative research methods of the current domestic and foreign rural governments’debt assessment, in order to make preparations for latter study; and then it made a preliminary description of the sample analysis of rural. Initially it constructed the framework of the Performance Evaluation System, and we think it possible from the perspective of the performance expenditures to evaluate the rural debt; On this basis, we determined the index system and evaluation model, using data envelopment model, the second relative evaluation model and cluster analysis of the empirical analysis. It divided the sample countries into two groups in different assessment ways; then according to the classification of the two indicators, we used the theory of government accounting methods, and selected a representative sample of cases, then analyzed their reports from the micro-level view. Finally, it summarized the whole article, put forward countermeasures and suggestions, strengthen performance management of debt-capital expenditures, to improve the performance evaluation system on the rural debt.
