Changes in government procurement because of the decentralized procurement for the past focused on procurement, it has achieved economies of scale, saving financial resources, reducing transaction costs, improve utilization of funds. Moreover, government procurement principles of openness, impartiality, fairness, making government procurement in the fiscal under the direct supervision of a decrease of the procurement process of rent-seeking behavior, and promote a clean government.Government procurement expenditure management in China are an important part of the reform of one. Facing the pressure of WTO accession and the establishment of the requirements of public finances, our country is now under active exploration and study how to set up a situation in line with China’s government procurement system. In2003, the "People’s Republic of China on Government Procurement Law" into effect, has given new meaning to government procurement, but also the work of government procurement has put forward higher requirements. In recent years, some provinces and cities in the region, the implementation of government procurement, has received good results, but there are still a lot of practice questions. As China’s market economy development and improvement, as well as the growing trend of international economic integration, the uncertainty in the existing set up with Chinese characteristics in line with international standards but also the government procurement system is urgent.This article is the response to this request, on how to do a good job in government procurement was made on a number of theoretical and practical study.
