| In recent years, as a result of global warming and other factors led to the increasing instability of agricultural production. After frequent natural disasters, agricultural loss is very serious, but also further the absence of government functions of agricultural insurance in China is exposed in public. So establishing a sound suitable for national conditions of agricultural insurance system has become a focus of the society and the academic study of the important topic. This paper firstly clarifies the special attribute of agricultural insurance, which is based on Marx’s political economics to agricultural development and insurance theory and western economics theory of government intervention, After reflecting Chinese agricultural insurance development process of government behavior, this paper points out the functions of the government in agricultural insurance in the" virtual" or" offside". Secondly, From the analysis of supply and demand of agricultural insurance "double low" situation and grasp the essence of government function vacancy in China, there are the lack of agriculture insurance laws and regulations, the policy supporting strength, risk dispersion mechanism, operational risks management, insurance policy advocacy and so on, which is the important bottleneck to constrain the development of agricultural insurance in our country. Then, the paper summarizes the experience of foreign government intervention to the development of agricultural insurance, with Chinese reality it proposes that the government in agricultural insurance system construction should be in a dominant position and play some important roles of legislators, support, regulators and administrative resources to integrate, Finally, the paper points out that government intervention with the specific path to Chinese agricultural insurance system by two respects of the supply and demand, thus escort for the sustained and healthy development of our agricultural insurance. |
