| Abstract: The dominant, absolute and positive function of government based its specially political role during the process of late-modernization. This is out of question and is the objective necessity of modernization. It has already been fully proved by the practical development of the "third-world" countries and areas after the Second World War. However, why do they differ so much with regard to the effects though there are the same functions? To what extent should the government bear the blame for the outbreak of the "Financial Crisis" in Asia? What does the government's dominant function mean on earth? Is it a miracle-maker who promotes the development, or a bane who brings crisis? These enigmas result from the deficiency of relatively profound and comprehensive grasp of the government's domination. Present researches mainly focus on the function in economy, especially description of the corresponding phenomena, but do not analyze the inner-mechanism of domination. Consequently, it's difficult to expound the issue distinctly. This exactly gives the value of deeper research.In this thesis, government's consciousness, resources and capability are considered fundamental factors. To author's point of view, they act respectively and represent the function of government. Consciousness is government's recognition and reflection of modernization as a social and historical phenomenon. Compared the consciousness of Chinese and Japanese governments in modern times, we found that it's the premise of dominant function and acts as the guidance of modernization. Government's resources, including various elements of the component and structure, promote the development of modernization. The thesis analyzes four resources: political leader, bureaucrats, the regime of power between central government and local government and government legitimacy. They are regarded as supplier for modernization and are the basis of government's domination. Government's capability, based on the public power, refers to the ability of performing its functions, carrying out its volitions, and achieving the development goal by organizing, mobilizing and enacting policies.
