Firstly, this paper systematically analyzes the characteristics of land used status of Fuzhou and explores the relationship between urban expansion and changes of cultivated land. It studies on Fuzhou area and is based on the change of land used status between2000and2010. It applies relevant theories such as utility theory, people and land relations theory, sustainable development theory, land scarcity theory, urban ecological theory and uses GIS techniques base on previous related studies. Secondly, the paper combines the socio-economic data and the existing Fuzhou city planning, and analyzes the main driving force of urban land use change in Fuzhou in the context of rapid economic development. Finally, the paper uses the mathematical model to predict the future needs of Fuzhou city in the process of urban land, and proposes measures and countermeasures of farmland protection in the process of urbanization basing on the latest Fuzhou city planning.The results are as follows.(1) The urban construction land of Fuzhou has experienced a process from fast to slow and then rapid increase. However, the urban expansion is tend to more reasonable, and the efficiency of urban land gradually increase. In the future, it will form a spatial pattern of land use, which crossing the river facing the sea and integration of urban and rural areas.(2) The Fuzhou downtown area development also can not get rid of the law that expansion of urban construction land is inevitable to take up the scarcity of arable land resources. In the future, with the continuous improvement of the level of urbanization, arable land will continue to be the main source of urban expansion in Fuzhou.(3) With urbanization, socio-economic development and people’s ecological protection awareness is enhanced, the level of Fuzhou land economical and intensive use is improved continuously, and the ecological land use is increasing. The urban expansion is steering from denotative expansion to connotative potential.(4) The main driving force of cultivated land change is economic and social factors. Fuzhou cultivated land will continue to fall during a certain period of time with the GDP output and fixed asset investment increased, the total population growth, rapid expansion of urban land as well as the role of policy factors.(5) Basing on Fuzhou city planning, comprehensive consideration of various factors, it forecasts that the Fuzhou level of urbanization in2020will be to97%, urban construction land will be totally up to31,894.6hectares increased by32.90%compared to2010, and cultivated land will be totally4548.5hectares decreased31.98%compared to2010.The result shows that in the current and future long period of time, the exaltation of the Fuzhou urbanization will mainly increase in the number, that is, epitaxial expansion. Urban expansion in Fuzhou will stilly occupy a certain number of cultivated land. However, the exaltation of the urbanization does not necessarily occupy a lot of cultivated land. We can achieve "win-win" goal of improving the level of urbanization and protecting cultivated land through intensive conservation land use, connotative potential.
