Liaoning Province A New Type Of Rural Social Endowment Insurance System Consyruction

The establishment of the new type of rural social endowment insurancesystem which is a crucial historical task in the new period is the most importantpart in completing our country’s social security system, and is also benefiting thepeasants’ popular project. During a long term, how to build a rural socialendowment insurance system which is consistent with Chinese nationalconditions has been the party and people’s concerns. The establishment of thenew rural cooperative medical system is another great measurement after therural compulsory education, issuing a farmer grain subsidies and the abolition ofagricultural tariffs, and is of great theoretical and practical significance inspeeding the establishment of urban and rural social endowment insurancesystem, promoting the construction of new country, narrowing the gap betweenurban and rural areas.As a typical agricultural province, the agricultural population accounts for51%of the population in the whole Liaoning province and the degree of agedtendency of population is above the national level in the same period. Therefore,how to set up the rural residents’ social security system is particularly important.Our country has conducted a pilot of the rural social security system in10%ofthe cities and counties all around China since2009, which is promoted step bystep in the future and is expected to achieve a comprehensive coverage of therural social security system in2020. Based on the completion of new farming inthe province’s cover ahead of time, Liaoning province has achieved remarkableresults, obtained the general farmer’s consistent high praise, but also has a fewinevitable problems. This paper conducts some theoretical and practical researchin constructing a new type of rural social endowment system by using multipleways in Liaoning province on the basis of the background.First of all, this study established the ideas and research methods based on the access to the related literature.Second, clear the meanings and basic principle the new farming, and withthe original rural old-age support security system of comparison, the endowmentinsurance of the development process is reviewed and searches for the perfectour country’s rural social endowment insurance enlightenment through exploringsuccessful old-age security model of other nations.Finally, through the implementation of the research of the new farm inLiaoning province, this paper finds out some problems appeared in the processand restricting factors through three aspects, such as individual farmers, nationalpolicy, pension management and puts forward a series of policies andsuggestions in building new rural society endowment insurance in Liaoningprovince.
