Research On Perfecting New Rural Social Endowment Insurance System

With the acceleration of the aging population, changes in family structure in rural areas, the rural population increasingly prominent pension issues, in order to cope with this situation, our country began in2009, the new rural social pension insurance system of pilot, promotion, and has already spent four years. Implementation of new agricultural insurance policies to improve later life for older farmers to ease pressure on the rural pension, get rid of the urban and rural played a positive role, and therefore subject to the support of farmers. However, the implementation of the new agricultural insurance and old age elderly farmers did not make substantive improvement of living standards, pension issues have not yet been completely resolved.Based on such background, this paper studies a new type of rural social endowment insurance system in China. Application literature research study of relevant literature, and to review literatures at home and abroad; Expounds the theoretical foundation of the new type of rural social endowment insurance, and the characteristics of the system, using the life cycle hypothesis, intergenerational overlapping model, such as maslow’s demand theory, social justice theory demonstrates the necessity of establish of rural society endowment insurance, that the new type of rural social endowment insurance is through social compensation to pursue social fairness and justice and rights and obligations of the relative fairness and efficiency, unity, in order to balance urban and rural development is a strategic goal, the national leading and fiscal subsidies and other system characteristics. At this stage is XinPingXian, for example, discussed the main form of rural endowment, and the operational status of new farming maintain objective analysis. By analyzing cases and econometric model, found that the new type of rural social endowment insurance in our country at present stage is part of the ginseng protect enthusiasm is not high, the low level of security, the related policy is imperfect, management of orgnaization of agency of grass-roots service ability, new agriculture insurance fund operation and management problems such as risk, and the farmer’s age, health, easy to expend and degree of understanding of orgnaization of agency of policy and the affected factors on the policy effect is significant. The author thinks that, to improve the new rural social endowment insurance system as soon as possible, and gradually achieve a new type of rural social endowment insurance, linking to the urban basic endowment insurance system through the current system, improve and perfect the mechanism, promote the development of urban and rural areas as a whole.
