The Study Of Labor Two-way Migration In Current China

Labor two-way migration in current China means the coexistent fact of labor both from urban to rural, who flow from rural to urban direction or from urban to rural direction to get new jobs, higher income etc. It occurred in the context of the dual economic structure, in the process of urbanization and rural modernization. In China’s long-term context of city prioritized dual economic structure, it is generally considered the labor flowing from rural to urban is up, and conversely from the big cities to small cities or rural areas is the reverse phenomenon.This article based on the theory of Marxism, learned from Lewis’dual economic, and Schultz’s double dual economic structure of labor migration theory, then proposed building suitable theory for China’s current situation quo treble ternary economic structure. It means that, industry, agriculture, and tertiary industry, each get a full development in every economic participant—large and medium-sized cities, the county and rural areas. It will create an active labor flow situation and elevate China’s economic and social status. In the theoretical context of the treble ternary economic structure, labor two-way migration will break through the choice of city prioritized dual economic structure, but will mostly meet with the natural resources and the labor’s willingness.This paper begun with the Introduction of the topic and related theories, further recalled the labor two-way migration history of China, then analyzed the problems and causes, finally proposed the countermeasures to take based on the treble ternary economic structure. The analysis of the problems, the building of the theory, the proposal of the countermeasures, have important theoretical and practical significance.The whole text consists of three parts:The first part, that is, Chapter One is the introduction. It mainly puts forward the purpose and significance of this topics, content, research methods and main problems to be solved. The most important point is to build the treble ternary economic structure based the prior theory of labor migration.The second part includes Chapter Two, Chapter Three and Chapter Four. Chapter Two reviews the history of labor two-way migration both in planned economy stage and reform and opening-up stage. Chapter Three comprehensively summed up the main contributions and problems of the labor two-way migration. Chapter Four explored the reasons for its formation from the economic, political, and cultural analysis.The Third part includes Chapter Five. It mainly proposed the countermeasures to take based on the treble ternary economic structure. Firstly, equal status to ternary economic participant—arge and medium-sized cities, the county and rural areas get proportioned resources. Secondly, equal status to treble industry—modern industry, agriculture, tertiary industry get the full development. Thirdly, establish the system to promote the effect of the labor flow. Finally, break the outmoded concept and political barriers to promote the effect of the labor flow. The conclusion summarizes the advantages and shortcomings of this article, and proposes the will of continue to focus on the development of labor two-way migration in the subsequent course of study and work, and continue to do my research to labor two-way migration.
