A Research On Foresters’ Satisfaction Evaluation On Reform Of The Collective Forest Rights System In Fujian Province

Fujian took the lead to carry out the reform of the collective forest property rights system in 2003, which is the initial phrase of the reform in collective forest property rights system in the whole country. As the first province in China to carry out the reform, Fujian is innovative in main body and matching parts of the collective forest rights system, playing a leading and exploratory role and accumulated a lot of experience. In order to further stabilize and ensure effective implementation of woodland contracting policies, accelerate forestland ownership certificates issuance, promote the construction of the forestry cooperative economic organizations, perfect management of timber logging system, regulate the circulation of forest resources, improve the forestry service system, resolve the dispute of mountain forest ownership,ultimately, improve the reform of the collective forest rights system, Fujian province carried out a comprehensive clarification of property rights to solve the issues left over from history in 2011. To expedite scientific and accelerate forestry development in Fujian and make it a ecological province with beautiful environment, the forest culture prosperity and developed forestry industry where man and nature live in harmony, Fujian Provincial People’s Government issued a decree to further accelerate forestry in Fujian, which claims explicitly that government should improve ecologic compensation system, enhance ecological protection in priority areas,speedup the transformation and upgrading, improve the traditional forest product processing industry. Fujian Province have enough experience and successes in collective forest rights system reform, therefore, it is more representative to study on foresters’ satisfaction evaluation on reform of the collective forest rights system in Fujian Province.By using the method of documentary researches, this paper start with the an alysis on general case of the collective forest property rights system reform, and explains the relevant content on the forestry and reform policies in Fujian. Then establishes its theoretical basis and relevant concepts of the satisfaction evalua tion on the collective forest rights system reform.The study employs questionnaire survey as methodology, which is based on questionnaire investigation for 10 counties’foresters (Mount Wuyi, Jianou, Pingnan, Zhenghe, Yongan, Youxi, Yongding, Putian, Changtai, Zhangping) to get firsthand information and relevant data to the foresters’satisfaction evaluation on reform of the collective forest rights system. And on this basis, the article applied descriptive statistic analysis and multiple regression analysis, finally draw a conclusion as well as gives some suggestions and serve as references to improve the collective forest property rights system reform policies in Fujian.Through descriptive statistical analysis results to get the foresters’satisfaction evaluation on reform of the collective forest rights system and it can be found that the policy of the collective forest property rights system reform is highly efficient; In regard to the way of woodland ownership, only the way of equal distribution and contracting woodland to the households have a higher degree of satisfaction; the forestry socialization service’ work is not satisfactory, forestry cooperation organization develops slowly and degree of forestry cooperatives remains relatively low; the development of forestry finance is slow; the sample foresters have difficulty in applying for a forestry property mortgage, which is associated with lower satisfaction; still, the reform policy of the collective forest rights system has obtained significant results, there is a general increase in the level of afforestation, forest management and protection, forest fire protection, pest control, forestry anti-theft and household income.By building a Logistic regression, factors that influence foresters’satisfaction evaluation on reform policy can be found, on the basis of which the paper gives some suggestions to improve the collective forest property rights system reform policies in Fujian:to strengthen the policy promotion, enhance forestry science and technology service, vigorously develop forestry cooperation organization, further improve forestry property mortgage system and foresters’income, increase the rate of forestland ownership certificates issuance and the foresters’satisfaction evaluation on reform.
