Agriculture is the basis of the development of a country’s economy, which not only undertake the heavy responsibility of a country’s food supply, but also the interaction among agriculture, industry and service affect the development of the national economy, agriculture provide raw materials for industrial production, rural areas provide the majority of the market for industrial products. Industrial development can also promote the modernization of agricultural production. Modernization of agricultural production will accelerate a country’s industrialization process. The development of agriculture related to the health and stability of a country’s economy running. Therefore, governments on the development of agriculture, production and sale of agricultural products, most choose the path of control and protection.
