Peasant Income Growth is one of the major issues in our country at present. Heilongjiang Provincehas large Arable land.The amount of grain commodities account for about one-third of the total nationalamount,occupy a vital position in the protection of national food security However, the peasant incomelevel in Heilongjiang Province do not match with their contributions. There was a great differencebetween Heilongjiang Province and the developed Provinces such as Shandong, Zhejiang Province,even Liaoning and Jilin in2009. Therefore, we can explore ways of peasant income growth andimprove the income level to ensure the sustainable development of grain production in HeilongjiangProvince. To promote the building of a new socialist countryside.The article analyses four factors which restrict the increase of peasant income and put forwardcountermeasures to promote peasant income.In order to establish the mechanism of sustainable incomegrowth.The main results and conclusions are as follows:1) Unbalanced income structure. First, Household Business Income is more than salary incomewhich accounts for63.5%. Second, one large planting income. It accounts for89.9%of HouseholdBusiness Incomem,57.1%of the total net income, above the national28%.Animal husbandry income istoo low which accounts for43.1%of the national average. Third, a large gap between difference peasantincome groups. The income of high level group which accounts for20%of the total peasants is about7.2times than the low one that accounts for the same.It mainly displays in business income (9.85times) andsalary income (8.62times)2) Several factors affect the income growth of Heilongjiang Province.1. Unbalanced agricultureindustry structure. Planting Industry occupies a large proportion.2. Undeveloped industry restrictspeasant salary income and property income increases seriously.3. National policies have result ingrowing difficulty in the regions where plant more grain. The marketization of agricultural input do nothook with the grain price. Opening range of price is not enough. Agricultural subsidies is inadequate formajor production regions.3) Suggestions for increase farmers’ income are as follows:1. Playing the role of technologysupport. To increase the business income through promoting land productivity and the level of scalemanagement, and optimizing the variety and quality structure.2.Encouraging develop ruralindustrialization and achieving high quality agricultural product. The local government should providepolicy and intelligence support to help the farmers to develop industry in rural area.3.Increasing policysupport to promote the transferred income.
