An Analysis On Sitaution Of Changes In Farmers' Income Of Suihua And Countermeasures

Peasant is the critical problem of"Three Rural Issues"which connected with Peasants Agriculture and the countryside, and the key of peasant problem is to increase the income of farmer, which is an important symbol to integrated reflect the rural economic development achievement, and a main mark to scale farmer's living level. The issue of income is directly related to our policy of expanding domestic demand; directly related to the course of our industrialization and urbanization; directly related to sustainable and rapid development of national economy, and directly related to rural social stability and national security. Income increase is therefore become our fundamental starting point and ending result to agricultural and rural economic development. Suihua has a population of 5.58 million, of which 72.9% is agricultural population. As a city relay on agriculture, we not only have to do everything possible to increase the income of the farmers in Suihua City, but also have to make great efforts to protect and improve the comprehensive grain production capacity. Therefore, it has significance to study the process of Suihua agricultural and rural economic development on exploration of increasing the income of farmers in major grain-producing areas steadily and national food security.The paper is based on statistics and statistical information of Heilongjiang Province and Suihua city. We analyzed the situation of income changes of Suihua peasants deeply, searched the main reasons of affecting the increase of rural income and gave some countermeasures to enhance the level of income of Suihua peasants to provide reference for searching right direct of the development of agriculture and rural areas in Suihua and further for the increase of rural income in major grain-producing areas.In this paper we combine methodologies of common analysis and personality analysis, quantitative analysis and qualitative analysis, empirical analysis and Normative study.In this paper, through the correlation statistical to a series of peasants income in Suihua city, we find that the absolute level of income is low and the farmer's income grows slowly, the income between city and rural inhabitant gradually enlarges, The traditional agriculture income proportion drops and the contribution rate of the payment for labor income to the peasant grows year by year. Laboring pay has contributed to rural income even more than ever before. In-depth research is made for its causes. Besides the external causes of macro-control policy and economy environment, one of important internal cause, which is also an internal cause for rural income increasing, is due to the slow development of rural industrial structure adjustment, can't adapt the market and efficiency of agriculture is very low.According to the main factors which affect the increase of peasants'income, we give several countermeasures: as a center of major grain-producing areas, Suihua Still need to dig from agriculture itself to achieve a fundamental change in its rural income. We should give full play to the geographic advantage of the major grain-producing areas, broaden the field of efficient crop, optimize the structure of crop varieties, adjust the Regional and industrial structure of agriculture, highlight the regional characteristics; We have to develop the relevant industries and products, realize regional distribution, specialized division of labor and large-scale production from the regional reality of resources and needs of the market; develop the processing industry of agricultural products vigorously which is based on regional advantages, build a leading industries, stabilize production capacity of food and other agricultural products, increase the value-added of cereals, speed up the development of animal husbandry, achieve increment of grains, extend the industrial chain; increase agricultural technology, fetch in the advanced farming technology, Strengthen the construction of agricultural standardized demonstration district of science and technology, increase the technical inputs in all aspects of production, processing and marketing, enhance the market competitiveness of agricultural products, accelerate the pace of rural labor transfer, transform abundant rural labor force resources into adult capital, then achieve well-off farmers by reducing them. So the income level of farmers in Suihua will achieve overall improvement.
