Study On The Mode Of Property Rights System Of Tourist Attractions

For the development of tourism industry, tourist attractions offer the platform for tourism resource and tourist products, are the reason of tourist attraction and the motivity of consumption. In the meanwhile, it contributions to the increase of employment and income that set up the significant role for China’s economy. However, the problems, such as how to define the right of ownership, how to govern the tourism attractions, how to balance the construction and protection, have been the bottleneck for further development and also been the focus of academic researches.There is no doubt that it is a complicated project to set up a accepted property rights system, including a lot of parts, like the arrangement of rights, contract making and negotiation, distribution of the profits, supervision system. This paper just pays attention to three main parts:the structure of property rights, the years of transfer and how to deal with the residue right and complete the research with the help of institutional economics, information economics and property rights theory. First of all to get the different arrangements of ownership, according to two elements and the payment of fee. Next, to compare the four modes from the transaction cost, drawing the conclusion that integration with fixed fee and non-integration with flexible fee are better. And then to figure out the right years of management rights transfer. Besides, analyze the contractors’unexpected behaviors when they approach the deadline and come up with some measures for it. Actually the related researches are not enough, especially from the point of transaction cost.
