Scientific literature is an important chanel and media of the technical knowledge diffusion across space and time. Citation analysis method of bibliometrics indicates that citation of literature is the flow path and written certificate of technical knowledge. Under the condition of open economy, international literature citation is the shortcut for a developing country to obtation external technical knowledge and to enhance technology innovation ability. Based on the studies of previous scholars, this paper elaborates the mechanisms of technical knowledge diffusion of international citation on host country’s technology innovation as knowledge accumulation effect, human capital appreciation effect, R&D efficiency improvement effect and continuous innovation orientation effect. On the basis of improvement of LP method, we construct technical knowledge diffusion measure and test the effects of international citation knowledge diffusion on China’s technological innovation with720thousand CSCD statistics empirically. The empirical results show that international citation stimulates China’s technical innovation, and the effects of knowledge accumulation, human capital appreciation and continuous innovation orientation are obvious, while the effect of R&D efficiency improvement is not.International technical knowledge diffusion is not equal to the enhancement of technology innovation ability of the host country. The final effect of knowledge diffusion depends on the absorptive capacity of developing countries because of the effects of self accumulation and path dependence of knowledge diffusion. The effects of international technical knowledge diffusion of citation depends on the host country absorbtive ability. We expands the research of international technology diffusion of knowledge absorptive capacity factors. With endogenous threshold method, this paper analyses the effects of the absorptive capacities, such as technical infrastructure, human capital and R&D input on international citation’s innovation effect. Results show that the role of technical knowledge diffusion of international citation enhances remarkably when absorptive capacities are beyond thresholds.
