Xi 'an City Migrant Workers Housing Problem Research

From the background and reasons of form of workers, on the basis of defines the object of study and the study area、the summary of the related housing experience and determination of the research program, launched a questionnaire on housing problems investigation of migrant workers in Xi’an urban. Through this survey, it makes me understand the housing situation of the migrant workers in Xi’an、living environment、housing needs and their age、occupation、income and family circumstances. on the basis of demand theory deprivation theories and exclusion theories, analysises the housing situation of the migrant workers in Xi’an from three aspects:the policy, legal and migrant workers. It discover the eight aspects of the problem, a small area of housing in urban housing of migrant workers, the housing of the poor infrastructure; rent source available less, and the poor security environment of the housing around; general satisfaction of the migrant workers housing, transportation with the highest satisfaction, the rent with the worst satisfaction; migrant workers ’poor awareness of the law, rent without effective legal protection; the employer lack of awareness and the necessary measures on the issue of migrant workers urban housing; existing of unreasonable housing security system and insufficient efforts to implement; lacks of the spending power of urbanhouse migrant workers; imperfect of housing rental market, the rent order non-standard. analyzed four reasons causing these problems:the existence of China’s urban and rural institutional structures, inadequate attention of the employer on the housing problems of the city of migrant workers, human capital constraints of migrant workers, negligence of the interests of peasant-workers in the urban planning and construction of. On the basis of existing measures of housing problemsof rural migrant workers, with the principle of government-led and market-assisted, according to local conditions, on-demand construction and distribution, coordination of interests, paper proposes measures to solve the housing problems of migrant workers in Xi’an:using the perfect low-rent housing, affordable housing and housing provident fund policy; the introduction of a comprehensive rental and regulations to regulate the rental market in Xi’an; the reform of the current household registration system, and actively play the role of the non-profit organization; to increase housing subsidies, to enhance their own ability and cultural qualities of the peasant-workers, increasing the income of peasant-workers.
