The Chinese government undertook a step by step planned series reform on the regulation of real estate market since the80’s reform and opening-up. The practice and exploration have not only made a breakthrough, but also accumulated valuable experience for further deepened reform. However, the problem of Chinese real estate market development is that the national regulation of periodical fluctuation lacks systematic long-term mechanism and stability. Hence, the need of developing a systematical and stable housing security policy is Imminent in order to solve the housing problem for urban low-and-middle-income group.The research purpose of this article is, by analyzing the impact of current real estate tax policy on real estate market, to figure out the insufficiency of current path of Chinese urban housing security for low-and-middle-income group and to suggest measures of perfecting real estate tax policy, so as to promote the healthy development of the real estate market.This paper focused on empirical research of real estate tax policy impact on real estate market by combining theories and practice of the United States, Britain, Japan, Singapore and other countries in real estate tax and the use of analysis, research method and mathematical statistics after reading massive related literature data. The research found out that real estate taxes passed on effects on real estate price rising and partial unreasonable taxation policy hindered the development of real estate market. On such basis, this paper suggested the following to improve the real estate taxation system of urban low-and-middle-income group housing:reducing real estate tax, regulating the housing intermediary service, formulating more favorable tax policies for low-and-middle-income families purchase. As a result, inhabitants are actually the owner of the house, so as to promote the harmonious development of the real estate industry.
