Analysis Of China's Housing Security System

As a fundamental prerequisite, housing is essential to all human beings. However, many people can not afford the increasingly higher house price, especially the low-income citizens, and the government is exploring the way to solve the housing problems.There is no doubt that the market mechanism is the most efficient economical system to supply or distribute the housing resources. The socialistic market economy with Chinese characteristic has been established for about twenty years. However, the market economy in China has its own special feature: as China is still in the elementary phase of the socialism, the market economy has developed for a short time and the foundation of the economical environment is weak. So it tends to cause other social problem during the process of the fast development. It may be called a true socialistic market economy only if the efficiency and the fairness can be well balanced.It is a necessary supplement to the market mechanism to establish a perfect housing security system and it is also an important part of the national social policies and social security system. In order to achieve the social fairness and guarantee the habitation right of the citizens, especially the low-income citizens, the governments have to take effective measures to solve the housing problem of the low-income families.Generally speaking, the thesis tries to analyze the housing security system on the basis of the present research results in order to set up a more suitable frame of the housing security system. When it comes to the basic analysis, the thesis makes a reference to the experience in the establishing and perfecting process of the housing security system after the introduction of the related concepts. This thesis also puts forward some suggestions to perfect the housing security system to solve the problems of it. This thesis can be divided into seven parts. The contents of every part are as followed:Part one is the introduction which mainly introduces the background, the purpose and the significance of the research to the housing security system.Part two is about the concepts and the theories related with the housing security system. This part explains two aspects. First, it introduces the concept of housing, housing security and the housing security system and so on to explore the inner meaning of the housing security system. Second, it introduces the theoretical basis of the establishment of the housing security system, such as the first demand theory of Karl Marx, the hierarchy of needs theory of Maslow and so on.Part three describes the models of the housing security system in other countries and the inspiration to our country. In this part, the writer analyzes the experience of the housing security system in other countries to provide models to our country.Part four is the summary of the housing security system in China. In the part, the writer introduces the necessity of establishing the housing security system in China, the developing process of the housing security system, the contents and the present condition of the housing security system in China.Part five is about the problems of the housing security system in our country. This part focuses on the analyses to the problems of the housing provident fund system, the economically affordable housing system and the low-rent housing system which are the main components of the housing security system.Part six focuses on how to perfect the housing security system in China. In this part, the writer points out that the key to perfect our housing security system is to establish a housing security system whose focus is the low-rent housing system. The government should adjust the system only to guarantee the low-income citizens. It also includes the measurements to solve the problems of the housing provident fund system, the economically affordable system and the low-rent housing system.The last part is the summary of this thesis. In this part the writer summarizes the thesis and points out the disadvantages of it. Owing to time limitation, the ability of the writer and the shortage of the statistic data, the research of this topic is not deep enough and the contents are insufficient.
