With a couple of years’ development, Chinese real estate market has a great progress in manydifferent areas including housing marketization, adjustment of housing safeguard structure, andimprovement of safeguard system. Due to the complexity of the fundamental realities of our country,the actual situation of safeguard of mid and lower income class is not so good as expected,Therefore, to improve both flexibility and long-term housing security mechanism,Initiating theinnovation of housing safeguard system is badly needed.This paper starts from the structure of classical theory, and gets the fact that the desire ofpurchasing houses of mid and lower classes is high while the purchasing power is insufficient byanalyzing the demand of housing of residents. At the same time, this paper discusses the influenceof insufficient housing, and reviews the currency and finance policy and their impacts forimproving the effective demand. Furthermore, it applies the analyzing method, observing study andmathematical statistics to analyze the increase in housing demand of mid and lower income class inour country, combining with the practice of public housing in America, British, Germany, andJapan.After the analysis in this paper, a conclusion is founded that to improve the safeguard systemof housing, the objects who would be protected should be differentiated, the theory of income lineof housing safeguard should be introduced, providing the accurate and immediate method todetermine the object who would be protected; introducing the suggestion to improve the housingtaxation and the approach to innovate the housing safeguard system; finally suggesting to make lawto regulate the housing safeguard, deepening the housing safeguard system to satisfy the demand ofresidents housing.
