Research On The Housing Guarantee Of Middle And Low Income Families In Beijing

The housing is a basic condition for the existence of mankind. Along with the progressing of the housing realm, perform a basic role in allocating housing resource. Because that there exists market failure, the middle and lower income stratums usually show insufficient paying ability. As for them, without the help of government, it is impossibly to resolve the living problem or improve their living conditions.The economic and suitable house and subsidiary rental house are important components of the current urban housing social security system in Beijing, and have settled part of middle and low income families' housing problems. But many unexpected phenomena appeared during the process, showing that the housing guarantee system has to be reconsidered and improved.This article can divided in to four parts as follow:Part I Describing the current housing situation of Beijing, including general real estate market, people's life and other relative information.Part II Evaluating the effect of the urban housing social security policy. Investigating indicated many problems in the current system and policies. As too broad target of the housing social security system; delayed relative law and regularities; too large scale of target objects of affordable housing; and lack of explicit aims, and so on.Part III Learning and summarizing the experiences in housing security from developing countries and districts, and getting useful information.Part IV Considering the world-wide experiences in resolving the housing problems and the situation of Beijing, it proposed the implementation suggestion of Beijing housing security system finally.
